On August 2, the reporter learned from Shenzhen customs that in the first half of this year, the value of cross-border e-commerce goods supervised by the customs exceeded 100 billion yuan, which exceeded the total amount of last year and continued to lead the country.

Under the background of accelerating the construction of a new development pattern with the domestic big cycle as the main body and the mutual promotion of domestic and international double cycles, the new form of foreign trade represented by cross-border e-commerce bucked the trend and gradually became a new driving force to promote the development of foreign trade and stabilize the international industrial chain supply chain. Shenzhen customs actively supports cross-border e-commerce enterprises to fully enjoy policy dividends, and takes the lead in realizing the full development mode of cross-border e-commerce retail and business to business (B2B) by deepening the reform of "smart supervision", building the logistics integration of "sea, land and air rail" and innovative services. It has effectively helped the industrial chain and supply chain of Dawan district to gather rapidly, and handed over a satisfactory answer to serve the development of new business forms.

Smart supervision promotes efficient customs clearance of cross-border E-commerce

With the personalized and rapid development of international trade, the emerging business forms represented by cross-border e-commerce meet the needs of countries for overseas goods and open up a new path for "made in China".

Shenzhen Customs took the initiative to meet the development needs of new business forms and fully promoted the construction of "smart customs" by relying on scientific and technological means. Since the beginning of this year, in order to further improve the customs clearance environment of cross-border e-commerce enterprises and maximize the efficiency of regulatory resources, Shenzhen Customs has innovatively implemented the reform of "intensive document review" of cross-border e-commerce, and actively built a "1 + n" global cross-border express mail collection and distribution center, so as to realize the seamless transportation and docking of customs clearance, customs transfer and centralized goods on the same platform, in the same region and with the same supporting facilities, greatly reduce the operating cost and improve the efficiency of customs clearance, Attract more leading cross-border e-commerce enterprises to settle in Shenzhen and realize the platform effect.

According to the person in charge of DHL Co., Ltd., the reform of customs supervision has greatly improved the efficiency of customs clearance, attracting the Department to sign and land the South China distribution center in Shenzhen and transfer export goods from Hong Kong and other places to Shenzhen for direct flights, with an annual transfer of about 180000 tons, which can save about 27 million yuan of material flow cost and 36000 hours of time cost every year.

Huang Chuxu, customs director of SF South China, said that the life of express is "fast". The "intensive" customs clearance mode launched by Shenzhen Customs has brought great convenience to our enterprises. Even at the peak of business, it can be reviewed, inspected and released quickly. At present, more than 98% of the packages exported and more than 95% of the packages imported can be released automatically by the system, saving at least half a day than before.

"Sea, land and air rail" integration, smooth cross-border e-commerce logistics channel

During the COVID-19, the international transportation capacity decreased significantly, but the demand for delivery by cross-border e-commerce grew day by day, so it is urgent to unblock the cross-border logistics channels. "Seeing that the export channels are blocked and the goods are piled up in the warehouse but can't be sent out, I'm particularly worried." Chen Bing, deputy general manager of Sinotrans logistics company, said that this is also a common problem faced by the logistics industry. The blockage of the economic "artery" is also rapidly transmitted to the recovering industrial chain and supply chain.

In order to solve the urgent needs of enterprises, Shenzhen customs actively built logistics routes such as "China Europe train", "maritime mail route" and "air channel", and created "sea, land and air rail" three-dimensional logistics channels with different delivery time, different logistics costs and different transportation routes for cross-border e-commerce enterprises. At the same time, actively promote the logistics integration of Guangdong, Hong Kong and Macao in the Great Bay area, open up the Shenzhen Hong Kong intermodal transport channel, and meet the diversified needs of cross-border e-commerce logistics.

Shenzhen Customs supports airlines and express enterprises to open all cargo aircraft navigation points and flights around the world, increase air transport capacity, and help Shenzhen Bao'an airport quickly improve air cargo transport capacity to the level before the epidemic.

"Sea mail route" and China Europe Express not only solve the problem of backlog of goods, but also the price is only 1 / 5 of that of air transportation; The air rail intermodal export mode has opened up the last kilometer of cross-border e-commerce goods, helped the international cargo and mail throughput of Shenzhen Airport rise against the trend, ensured the "smooth flow" of cross-border e-commerce import and export goods, and gradually formed a cross-border e-commerce supply chain ecosystem centered on Shenzhen.

"Personalized" services help enterprises go global

Since this year, Xiaomi cross-border Shenzhen cross sea project has used the cross-border e-commerce goods preparation mode in Qianhai comprehensive insurance zone to provide full link integrated logistics services such as customs declaration, transportation and storage for Xiaomi ecological chain products sold through e-commerce platforms such as sharesave and shopee.

The person in charge of Yuehai company told reporters that the goods preparation mode of Customs 1210 cross-border e-commerce supervision code, relying on the policy advantages of the comprehensive bonded area, can prepare the export goods to the bonded area and complete the sorting and packaging in its own warehouse in the area, effectively reducing the preparation cost. The domestic goods prepared can apply for export tax rebate after entering the area, and then be sent by the warehouse to overseas consumers according to the order.

At the same time, in July last year, Shenzhen Customs took the lead in launching the supervision mode of "enterprise to enterprise B2B export" of cross-border e-commerce across the country. Under the background of the serious shrinkage of traditional foreign trade affected by the epidemic, it brought policy dividends such as low cost of large-scale export of e-commerce goods, high timeliness of delivery of overseas warehouses, good after-sales service and so on. After one year's development, B2B mode continues to be favored by foreign trade enterprises, and its business volume continues to grow. It has become the preferred way for cross-border e-commerce enterprises in Shenzhen to export.

"The new cross-border e-commerce B2B mode launched by the Customs provides enterprises with more choices for export. B2B is convenient for us to deliver goods in batches, assemble and ship goods. The delivery is fast, the customer experience is good, and the orders are also increased." Li Jun, head of Shenzhen Qianhai Chuangbao e-commerce Co., Ltd., said.

In June 2021, more than 6000 returned goods exported to Russia by Shenzhen rookie supply chain Co., Ltd. were returned to Shenzhen Qianhai cross border trade supervision center through Hong Kong. After being checked by the customs, they can be re imported duty-free. The problem that cross-border e-commerce goods are "easy to go out and difficult to come back" has been well solved in Shenzhen.

The person in charge of the enterprise said that the implementation of the export e-commerce return policy in Shenzhen is a real policy red envelope issued to enterprises, which can effectively help enterprises realize the complete closed loop of cross-border e-commerce export forward logistics and reverse logistics, help enterprises reduce operating costs, improve consumers' shopping experience and subsequent purchasing power, increase platform customer loyalty and adhesion, and help enterprises further expand overseas markets and enhance competitiveness.

In the future, Shenzhen Customs will continue to optimize customs supervision reform measures, more actively adapt to the business characteristics of new business forms and new models, press the "acceleration key" for Shenzhen's cross-border e-commerce to "reach the world", and contribute to the construction of a higher level of opening to the outside world.
